Over the past eight years, Midtown Association has delivered measurable progress across Sacramento’s urban core. From public safety and infrastructure to arts, events, and policy advocacy, our work has shaped Midtown into one of the region’s most vibrant, inclusive, and dynamic districts.

Midtown Association is currently undergoing the process to renew the Midtown Property-Based Improvement District (PBID) for a new 10-year term from 2027-2036. Clean and Safe (2017-2025)

Midtown Association’s Clean and Safe services cover over 104 blocks in the Central City, offering homeless outreach, property checks, district cleaning, and support for loitering or trespassing concerns.

Coordinated with the City’s Department of Community Response to support 1,200+ shelter placements, partnered with WellSpace Health to reduce homelessness in Midtown by 24%, and helped businesses enroll in Sacramento PD Connect, covering one-year subscriptions for 40 businesses in 2025.

Worked with the City’s Department of Community Response to connect unhoused individuals with services, partnered with Sacramento PD for targeted foot patrols, and provided daily security with four dedicated guards.

Voters approved Measure O, requiring the city to provide beds for at least 60% of the unsheltered population. The City also enacted a sidewalk ordinance to keep entrances and walkways clear, and partnered with the Department of Community Response to create a Central City Outreach team

Sacramento adopted a comprehensive siting plan identifying 20 potential shelter sites, with five high-priority sites under review. The City also expanded the Department of Community Response with 17 new outreach positions and multidisciplinary teams to provide consistent, wraparound support for individuals experiencing homelessness

The Placemaking and Capital improvement program creates dynamic and active public spaces to make Midtown the center for culture, creativity, and vibrancy in Sacramento’s urban core.

Infrastructure

24th & K Street Disco Tree Lighting Installations
Installation of “Disco Ball” lighting at the corner of 24th & K to highlight the streets where nightlife and events occur in the Midtown Central area.

Bollard 20th & K/L Installation 2024 Recap Report
Backed by funding from the American Rescue Plan Act (ARPA), installed 32 bollard receivers along 20th Street at the intersections of K Street, L Street and Capitol Ave.

Permanent Wayfinding System 2023 Recap Report 
Introduced a permanent wayfinding system in Midtown with 71 wayfinding posts at 15 key activity centers.

Alhambra Landscaping Plan 2023 Recap Report 
Completed the Alhambra Plan installation along Alhambra Corridor by bringing new public art and landscaping along key thoroughfares.

Expanded the district along 16th Street by 14 blocks, increasing the budget by $1M over five years; collaborated on a Stockton Blvd streetscape plan adding bike lanes, landscaping, and pedestrian improvements; and launched Good Neighbor signage, reducing restricted-area parking violations by over 35%.

Midtown Association staff planned and fabricated stencils, selected signage locations, developed an outreach plan, installed wayfinding signage, and hosted a kickoff event to highlight new Alhambra mural and Alhambra branding.

Hosted free fitness and wellness programming in Midtown’s parks including yoga, pilates, zumba, dance, meditation, and more.

Midtown Parks Impact and Vision Report (pages 11 – 13)

  • Introduced a 5K run that visited each park in Midtown as a way to get people outside during the COVID-19 pandemic.
  • Launched an outdoor market at Winn Park titled Wednesdays at Winn that offered a free community market with food, vendors, exercise classes, and entertainment.
  • Worked to bring a coffee cart to Truitt Bark Park on the weekends during peak hours.

Midtown Sutter District Information Sheet
The Sutter Business Improvement Area (SBIA), also known as Midtown Sutter, is a special assessment district that funds services to support and promote restaurants.

Midtown Sutter History
Midtown Sutter is crowned by the historic Sutter’s Fort State Historic Park, an adobo-stucco construction that includes a replica fort that provides exhibits and living history interpretive services.

Midtown Central

Midtown Central District Information Sheet
The Central Midtown Restaurant Business Improvement District (CMRBID), also known as Midtown Central, is a special assessment district that funds services to support and promote restaurants.

Golden Hub Activity Center
24th & K Streets are known as the Golden Hub in Midtown Central with diverse dining, shopping, and nightlife.

Lavender Heights Activity Center 
Midtown Central is home to Lavender Heights at the center of the Sacramento LGBT Community Center, iconic rainbow crosswalk, and the Midtown Farmers Market.

Events (2017-2025)

Midtown Association offers event support services invaliding road closure assistance with collards permit guidance, event promotion, and access t creamed and safe services.

Midtown Second Saturday is an all-day arts celebration May-October featuring local artists, art walks, live music, nightlife, culinary arts, and gallery exhibitions throughout Midtown.
