The Midtown Property-Based Improvement District (PBID) has officially renewed with 89% support for a new 10-year term from 2027—2036 with a strong majority of the district voter turnout. With your support, we can now advance together towards the next chapter of investment across the district.

The successful renewal reflects strong confidence in the future of Midtown, the growth of which is underpinned by programs, services, collaboration, and advocacy efforts that make Midtown safe, welcoming and economically prosperous. Midtown Association’s Clean and Safe team’s coordinated approach has contributed to measurable results including:

What's Coming in the New Term (2027-2036)

As part of the 2027—2036 Management District Plan, enhanced services and initiatives will begin rolling out in the new year. At a topline, this includes the below, please read on through the dropdowns below to learn more about each program:

Increase Safety

24/7 AI-enabled camera program
As part of the renewed Midtown PBID term, Midtown Association is advancing implementation of a 24/7 AI-enabled camera program designed to support real-time monitoring, coordination and 24/7 security response in key activity centers throughout the district. The program builds on the organization’s broader strategy focused on proactive maintenance, hotspot-based safety coordination, placemaking, and data-informed deployment of resources across Midtown.

7-Day Per Week Maintenance and Safety Response
Studies consistently show that Property and Business Improvement Districts reduce crime and disorder with Midtown Association’s services contributing to an 18% decrease in crime and a 26% decrease in instances of homelessness from 2024—2025. In addition to the AI-camera implementation, a transition to a schedule of 7-day maintenance and safety response services have been designed to provide consistent coverage throughout the district. Extending these services will help maintain an even cleaner, safer and more welcoming environment for residents, businesses, employees, and visitors alike.

Next Steps
To prepare for these enhanced services, Midtown Association will implement the service plan that was approved by property owners with their support consistent with its procurement practices, following this phased process:

  • AI-enabled camera infrastructure is currently being piloted at select locations in the 16th Street PBID. Procurement and RFP for Midtown PBID will begin in Q4 2026
  • Procurement and RFP for expanded seven-day maintenance services will begin in Q1 2027.
  • Following receipt of new assessment revenues in Q2 2027 and establishment of the supporting technology infrastructure, procurement and RFP for enhanced 24/7 camera response is anticipated in Q3 2027 with operational deployment targeted for Q4 2027.

Build Pride

Displacing unproductive hotspot activity with placemaking and activation strategies
The Clean and Safe team is constantly monitoring the patterns that arise from areas that require repeat visits to dispel unproductive activity. These areas are known as “hotspots” and are given extra attention to resolve repeat issues. Research shows that creative placemaking can contribute to increased safety and in the new term, Midtown Association will continue to implement creative placemaking and programming in hotspot areas to deter crime and blight.

Implementing proactive beautification efforts to support business corridors and key activity centers
Creating vibrant public spaces is essential to a thriving urban district. Through partnerships with property owners, Midtown Association will facilitate strategic beautification investments in key corridors and activity centers to enhance the look and feel of Midtown through a “Clean, Safe, and Green” initiative. In tandem with new maintenance and security measures, these offerings will create a holistic approach under the strategy of Crime Prevention Through Environmental Design (CPTED) Theory.

Attract Investment

Supporting Increased Development Activity and Strategic Infill
A growing Midtown requires continued investment in housing, commercial development, and mixed-use projects that strengthen the urban core. Midtown Association will advance advocacy efforts and stakeholder partnerships that support strategic infill development, reduce barriers to investment, and encourage projects that contribute to a vibrant, walkable district. These efforts will help expand Midtown’s residential base, support local businesses, and drive long-term economic growth.

Catalyzing Capital Improvement Investments
Midtown Association will leverage PBID resources to attract and support additional investments in public infrastructure and placemaking projects throughout the district. This includes improvements such as landscaping, decorative lighting, public art, and murals that enhance the public realm and strengthen Midtown’s identity. By serving as a catalyst for larger capital projects, these investments will create lasting benefits for businesses, residents, and visitors.

Activate the District

Expanding District-Wide Programming
Building on the success of Midtown Second Saturday and other signature initiatives, Midtown Association will expand programming that activates public spaces and drives visitation throughout the district. New and enhanced events will focus on commercial activity centers, creating opportunities to support local businesses while fostering community engagement. These efforts will continue positioning Midtown as a destination for culture, creativity, and entertainment.

Increasing Investment in Midtown’s Parks
Midtown Association will increase investment in parks through expanded programming, enhanced amenities, and initiatives that promote community health and wellness. Working through Midtown Parks and community partners, these efforts will create more opportunities for recreation, cultural experiences, and neighborhood gathering. Stronger parks contribute to a healthier, more connected, and more vibrant Midtown.

Reduce Transportation Barriers

Expanding Pedestrian Amenities

Creating a more walkable and accessible district remains a key priority for Midtown’s future. Investments in bike racks, lighting, wayfinding, and other pedestrian amenities will improve the experience of moving throughout the district while supporting active transportation choices. These enhancements will strengthen connectivity, accessibility, and the overall visitor experience.

Increasing Utilization of Parking and Transit Infrastructure

Midtown Association will work to maximize the use of existing parking and transit assets through targeted communications, mobility improvements, and ongoing transit station maintenance. By helping residents, employees, and visitors better navigate available transportation options, these efforts will improve accessibility while reducing barriers to visiting and doing business in Midtown. A more connected transportation network supports both economic activity and quality of life.

Increase Economic Performance

Conducting two Visitor Perception Surveys to track progress on cleanliness, safety, vibrancy, and accessibility
Midtown Association will compare two district-wide Visitor Perception Surveys during the new PBID term to measure community sentiment and track progress against key performance indicators. The surveys will provide valuable insights into perceptions of cleanliness, safety, vibrancy, and accessibility while helping inform future investments and priorities. This data-driven approach ensures that programs and services continue to respond to the needs of the district.

The first survey is available to complete here until June 30, 2026.

Strengthening advocacy efforts focused on infrastructure, safety, and business-friendly policies
Midtown Association will continue serving as a leading advocate for policies and investments that support a thriving urban core. Through collaboration with public agencies, elected officials, and community partners, advocacy efforts will focus on infrastructure improvements, public safety, and business-friendly policies that encourage economic growth. These efforts help ensure Midtown remains competitive, connected, and positioned for long-term success.

Coordinating district-wide campaigns to support business recruitment, retention, and growth
Midtown Association will coordinate strategic marketing and economic development initiatives designed to attract new businesses while supporting the success of existing ones. Through district-wide campaigns, stakeholder engagement, and targeted promotion of Midtown’s unique assets, these efforts will strengthen the district’s economic vitality and market position. A strong business environment benefits property owners, employers, residents, and visitors alike.

Increase Level of Influence

Generating 2K+ annual positive PR stories highlighting Midtown businesses, events, and investments
Midtown Association will continue elevating the stories that make Midtown a destination for culture, commerce, and community. Through proactive media relations, content creation, and strategic partnerships, the organization will generate more than 2K positive stories annually showcasing local businesses, district events, public investments, and community successes. These efforts help strengthen Midtown’s reputation and increase awareness among residents, visitors, and potential investors.

Growing Live Midtown marketing campaigns to generate 1M+ annual impressions promoting district housing and amenities
Midtown Association will expand the Live Midtown campaign to highlight the benefits of living, working, and investing in the district. Through targeted marketing and storytelling, the campaign will generate more than 1M annual impressions promoting Midtown’s housing options, amenities, businesses, and quality of life. These efforts support residential growth while reinforcing Midtown’s position as Sacramento’s premier urban neighborhood.

Delivering exceptional results begins with investing in the people who make Midtown’s programs and services possible. Midtown Association will foster a high-performing workplace through professional development opportunities, leadership growth, team recognition, and celebrations that strengthen organizational culture. These investments help attract, retain, and empower the talent needed to serve the district effectively.

Revenue Generation

Leveraging PBID investments and expanding event-based revenue opportunities tied to district activations, parks, and placemaking initiatives
Midtown Association will maximize the impact of PBID resources by leveraging additional funding and expanding revenue opportunities connected to district activations, parks, and placemaking efforts. Strategic sponsorships, partnerships, fundraising initiatives, and event-based revenue streams will help support and grow programs that enhance the district. This approach creates greater financial sustainability while increasing investment in projects that benefit Midtown’s businesses, residents, and visitors.

Starting in 2027, the Midtown PBID will expand to cover over 900 parcels throughout the Central City.

Clean and Safe (2017-2025)

Midtown Association’s Clean and Safe services cover over 104 blocks in the Central City, offering homeless outreach, property checks, district cleaning, and support for loitering or trespassing concerns.

Coordinated with the City’s Department of Community Response to support 1,200+ shelter placements, partnered with WellSpace Health to reduce homelessness in Midtown by 24%, and helped businesses enroll in Sacramento PD Connect, covering one-year subscriptions for 40 businesses in 2025.

Installation of “Disco Ball” lighting at the corner of 24th & K to highlight the streets where nightlife and events occur in the Midtown Central area.

Bollard 20th & K/L Installation 2024 Recap Report
Backed by funding from the American Rescue Plan Act (ARPA), installed 32 bollard receivers along 20th Street at the intersections of K Street, L Street and Capitol Ave.

The Sutter Business Improvement Area (SBIA), also known as Midtown Sutter, is a special assessment district that funds services to support and promote restaurants.

Midtown Sutter is crowned by the historic Sutter’s Fort State Historic Park, an adobo-stucco construction that includes a replica fort that provides exhibits and living history interpretive services.

Midtown Central District Information Sheet
The Central Midtown Restaurant Business Improvement District (CMRBID), also known as Midtown Central, is a special assessment district that funds services to support and promote restaurants.

Golden Hub Activity Center
24th & K Streets are known as the Golden Hub in Midtown Central with diverse dining, shopping, and nightlife.

Lavender Heights Activity Center 
Midtown Central is home to Lavender Heights at the center of the Sacramento LGBT Community Center, iconic rainbow crosswalk, and the Midtown Farmers Market.
